Housing complexes are some of the most common places that bed bugs love to invade. They also present some of the worst bed bug infestation cases. Primarily, that’s because it is not legally clear who’s responsible to pay for the treatment. With the new bed bug bill though, that could be fairly determined.

In a report from boston.com, it was said that the Senate was already looking into a bed bug bill that the House already passed. The bill aims to unblurr the responsibilities of the landlord and his tenants when it comes to the infestation of bed bugs.

Basically, the said bill requires landlords to investigate and take appropriate steps to get rid of the vampire-like pests. To do that, it gives them greater ability to access rental properties. Meanwhile, it asks tenants to cooperate in getting the unit ready for the treatment. In case though that the tenant was the proven carrier of bed bugs, the bill obligates him or her to refund the landlord for the bed bug treatment expenses.
If passed, the bill would also make categorized infestations a violation of the minimum quality standards that protect those who might not be able to afford bed bug treatments.

“The Senate is considering a bill the House passed, which amends housing law to make responsibilities clear for landlords and tenants in an infestation. It requires landlords to investigate and take reasonable measures get rid of bedbugs and gives them greater ability to enter rental properties to eradicate bedbugs. It also calls for tenants to cooperate in preparing for exterminations.
Landlords would pay for the upfront costs of extermination, but the proposal establishes a process for the money to be recouped if the tenant is found to be the source of the infestation. The bill is backed by the stakeholders who testified Tuesday.”
